Description

EWOP isnt functioning properly on maps with no roads tiles if the base doesnt have "Enemies walk on platforms enabled"

Steps To Reproduce

roadless map, use any spawn, and look at enemy behavior when EWOP is enabled via the base or via no road tiles.

That's intentional. Enemies will always find a path now, they'll just prefer road if they find one. With EWOP, both platforms and roads have walk cost equal to 1, turning platforms into a road in the eyes of the enemies
