Ive seen gauss shoot up to about 5 times before rotating

it looks to me like the rotation is only being allowed when the actually consumed resources for the upcoming shot meets the resource requirement exactly rather than going over

Got the same issue. Apparently, it can rotate only if it is not connected to any modifier; after selling all of them it rotates.
