As it is most likely impossible to get the right location every time considering resolution on all devices, why not just allow the bar to be dragged anywhere on screen ?

So players can put it where they want to be able to see it all the time.

There are a bunch of games which allow that I guess and the only one I remember right now is Assetto Corsa with app display, they can be dragged & resize all around the screen freely.
