Summary0002346: Thunder can be activated even if it deals 0 damage. And it crashes game
Description

If you have 0 Mdps, you can use thunder and crash the game

Steps To Reproduce

1) Pick up thunder
2) Choose a level (I tested on 6.3 and in 1.2)
3) Wait for energy
4) Use the thunder
5) Look at your crash screen
