Summary0001010: Do not count empty miners for costs
Description

A)
1) buy a miner
2) buy another miner - pay more

B)
1) buy a miner
2) sell the miner
3) buy another miner - do not pay morr

Currently, an empty miner (one which has harvested everything) works same as A.

I want it to be treated same as B without me having to wander around the map looking for which ones are done to individually sell them.
